Yes maybe this! :) 3D Coat was the first to propose this sort of thing! ;)
I remember seeing that 3D Coat video. I was so excited I ended up buying the software. I quickly found out how difficult hard modeling is in voxel and topology modelers! Not very exact, but still well worth the trip learning it.
To my knowledge, DoGA (from Japan) may have had the first kitbash modeler, which was a pretty neat low poly modeler which had lots of kitbash parts. You could build a neat mech or spaceship in a jif.
