Only direct modeling inside free BricsCad Shape : export in FBX (whitout Scale) Favorite Modeler possible of course! Moi3D!
Reload the FBX inside the Free PConPlanner : use its cornucopia terrific direct Catalog Objects, Textures, Materials
by Drag & Drop ! Save as OBJ
Et voilà!

Not yet tested but seems very cool! :)
Free : Tangram + Google Maps + 3D Builder (free integrated (?) or loadable inside Windows)

Tested just with an image! That is terrific of simplicity! One second realised! :)
