Chamfer works like this (from the drawing of your 2 lines) Normaly the 2 lines are joined at one angle before a chamfer ;)
So in your case (with lines no joined) select first Horizontal line then Vertical line
If you want only the jonction with your 2 lines (and don't know the measures) use Blend / Tangent(G1) with Bulge = 0
and will obtain also the green line :)

Hi Marco, at some point I should be able to tune that up to work as you expected.

But when I originally looked at it from a kind of fresh view (instead of just an AutoCAD compatible view), I thought it was kind of strange to use fillet or chamfer for this purpose of extending objects without placing any fillet or chamfer on them.

So that's why I placed that functionality on Extend instead.
