Yep but it's not a free one! ;)
In any case if i really wanted i have Zbrush or 3DCoat for this sort of process... ;)

And I pretty sure that the free Meshlab can do it also but not in so easy way!

Well it's basically zremesher as standalone for most DCC ... if we talk about price Zbrsuh is like 500$/year subscription only now ?

Instant mesh was a nice milestone, but it's really bad ... main flow direction is often weird, high valance points are all cluttered (reason your Nurbs conversion is so badly diced). On the top it often create non watertight mesh and even broken geometry. I mean if you a really interest to quickly convert scan/triangulated soup data into "usable" nurbs model I don't think there is any better alternative for the moment (beside manual retopo)

Here a ZB result inside MOI :)
But a such gaz engine when you have not used from years! :)

Also check out this options, I kinda like the "FewerPatchesMoreControlPoints" flavour for those kind of import :

Of course dream should be have the real 3D of the right image! :)
