Yes, make sure you have Object Snap enabled in the bottom toolbar, and that you have not inadvertently turned off the "Tan/tan" snap type.
You'll then be able to get a line like that using the Line command like this:

Hi Andre, yes there are 2 snaps - tan/tan and perp/perp - that modify both the start point as well as the end point when it engages.

Worked for me for the first two lines but then wouldn't work for the next one. V4. Circles are on the same plane. Andy

Hi Andy, looks like there's some kind of bug in handling the tan/tan snap when it's also on a surface.
Does it work ok for you if you temporarily hide the solid?
