I got it to work. I needed to name the command correctly. I started with Slot then I took off the Cap S. : slot

You'll get this error if MoI can't find the command files in the commands folder. I've updated this error message for the next beta.

Actually it doesn't matter whether it's "Slot" or "slot", both will work. But the files need to be copied into the commands folder where MoI is looking for them.

For v4 you can put them into the appdata commands folder so you won't need to copy them with new MoI version releases. You can locate your MoI appdata folder by going to Options > General > "Edit.ini file" button, that will pop up a dialog with the path to the moi.ini file shown in it which is in the MoI appdata folder.
