You can't delete just a single point from the middle of a NURBS surface. NURBS surfaces are made out of regular rows and columns. Each row has the same number of points and each column has the same number of points, making a grid type structure. You can't delete just one single point you have to delete an entire row or entire column. You also can't insert just one single individual point you can only insert a new column or a new row of points. It's always structured in columns and rows.
That's what Sub-d modeling is for, with sub-d modeling you don't have to have regular rows and columns, you can add in a single point in one spot and connect it with polygons to surrounding ones.
For repairing something like you show there I would probably extract the boundary curves, delete the surface and remake it using the boundary curves.
