I've been doing comparative tests between image enlargers for years, and I keep coming back to Photozoom Pro (
http://www.benvista.com/photozoompro/ ). The second best enlarger is Alien Skin's Blow Up (
https://www.alienskin.com/blowup/ ), although that hasn't been really updated for years by the time I write this.
Big JPG (and maybe Let's Enhance too) uses the fairly old WaiFu2x algorithm (
http://waifu2x.udp.jp ), which is very good, and comparable to Photozoom Pro, but without Photozoom Pro's extensive options and friendly UI.
There's also a free open source image enlarger called SmillaEnlarger (
https://sourceforge.net/projects/imageenlarger/ ), but it hasn't been updated for more than a year by the time I write this.

Note that most of the jagged edges have been smoothed out by Photozoom Pro's S-Spline algorithm, especially the aliased pixel edges. If you compare the eye spirals with the other enlargements, I think Photozoom Pro gives the best result.
