Try the "Zoom area" button on the toolbar at the bottom of the viewport:
That will let you pick a point for the center of the region, then a region size. The 3D view rotation pivot will be set to the center point. It's not exactly the same as gluPickMatrix which if I remember right might alter the field of view and make a kind of slanted frustum? Zoom area in MoI will keep the view at the same fov and still have a centered frustum.
