No, MoI doesn't currently have as extensive of a plug-in system as Rhino. It's possible to write scripts to extend MoI and automate things in various ways but Rhino has a far more in depth system.

I'd like to add more plug-in capabilities to MoI in the future, but both documentation and supporting other developers working on plug-ins is very time consuming and so I have not made it a focus area of MoI as of yet.

Hi MOAI01, I'm sorry but I don't know of anyone currently developing a full hydrostatics plug-in for MoI, so it's not likely that there will be one in the near future.
