Hi nordzway, looks like a custom script developed by Max Smirnov. I don't see it in his file archive here http://moi.maxsm.net/media/files/ so possibly it's something he was just testing and wasn't finished and released.

If you want to generate camera movement like that your best bet would be to use an animation program to do it, MoI is focused on modeling and not on animation.

it is difficult to handle, but I made a camera node for the nodeeditor. It creates single frame pngs driven by the disabled Quartz node in Max standard version. The frames can glued to a video by mencoder or ffmpeg. Here is a link to an example of a result:
