Hi Glinkis, yes you can purchase the discounted upgrade version of MoI if you have any previous version, not just the preceding one.
So it will be possible to do an upgrade from v2 to v4 (skipping v3) like you are asking about. Note that on the order form it will probably say something like "Upgrade version (requires v3 license)" just because there isn't much room to put in a long explanation there.
But it will still be a while yet before v4 is ready though, I am undergoing a major rewrite for v4 and there is still a lot more work left to do on it.
