Not necessarily - for a graphics card there are many other factors like the number of processing units on the card, speed of memory accesses, and quality and efficiency of the drivers as well. You would maybe look at benchmark numbers for a card and not just one single mhz number.

Also MoI does not rely only on the graphics card to do everything, especially curve drawing involves a lot of work done by the CPU also in addition to the GPU. If that's the main thing limiting a particular scene's redraw time a faster GPU will not help as much. So there are a lot of factors involved, and things can be dependent on the structure of a particular model.

But if you are working with heavy scenes having a fast video card will certainly be helpful.

I worked about 3 years with this card GTX 560ti http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-560ti I bought for 280 USD.
But it was broken a couple days ago, now I put NVIDIA GeForce 210 http://www.geforce.com/hardware/desktop-gpus/geforce-210 it is 45 USD.

I opened a couple o projects and compare as I remember how it worked on 560ti and I can not see big differences.
