Do you still have this particular model handy? If you'd like to get more information on why Fillet didn't work in that case, if you could post the model file I can take a look at it and see if I can offer any hints.

This works

Create the inside surface , separate then select all faces and extrude , from them you can fillet or chamfer the outer edges

I hope this is on the right track
