Hi Boatstalker - try selecting the 2 surfaces and use Edit / Join. If the surfaces are running alongside each other that should join them together into one object.
If that doesn't work, can you please post a .3dm file with your objects so I can take a better look at what is going on?
I can see how the name could lead you astray, but "merge" is slightly different - it's more for intersecting 2 objects and then extracting out all the volumes that are formed. Kind of like boolean difference, but it keeps everything instead of throwing away any pieces.
