Hi Steve, are you using "Projective" mode for the Flow? Is it possible the target object is made up of 2 surfaces stacked up on top of each other? Try selecting the target surface and run Edit > Separate on it. Then click on one surface and drag it to the side to see if there is another stacked surface there.
That's the main thing that I would think could cause something like that, if your object is sort of a "pancake thin" two sided surface, it would be possible for the rays that are shot out to be essentially tied from the top and bottom surfaces and make things semi-randomly flip like that.
