It's possible to make one that will persist through the same modeling session (not through file loading though) instead of disappearing at the end of a command like they regularly do.

I don't really follow how the circle spacing comes into effect for placing objects on to points, but for replicating an object to points see the CopyToPoints plugin here:

Thanks Michael, I think that script does what I need, what I was thinking with the circle, was this, from ArrayGem,
"The center of the base circle will become the point that is placed on to the surface" i.e the centre of the circle will be placed on the target point.

Yeah I think that CopyToPoints should do what you need - in the first step of that command you pick the base point for what spot on the object you want to have located on the target point, like the Transform > Copy command.

But then instead of clicking new points with the mouse for where to copy the object to, the CopyToPoints plug-in lets you select point objects and then uses those for the target locations.
