I know this has been discussed before but I'm not finding it using a search. If someone could just point me to the right thread, I would appreciate it.

I want to read in a JPEG photo, or PDF document, and set it as a background bitmap that I can then use to trace the image into MoI. I have to be able size the image in order to get the trace right. It would be great if I could position the image and rotate it also. Is this possible in MoI?

Hi Mark, yup loading reference images is possible using the Image command, located on the View tools, see here for more info:

That is for placing bitmap images from PNG, TIFF, JPEG, GIF, or BMP formats. PDF is not included as an option for this at this time.
