Or probably in this case you'd want to offset some curves to produce a framework to then build the outer piece with.

Offset or shell can't handle a joined surface offset of this type currently.

If you are just trying to add thickness, then separate the surfaces, then while all the surfaces are still selected, use "Extrude-> direction" and extrude in Z. You can then union the solids created.
