Hi Jane, MoI normally does run with DirectX9, in fact it actually requires DirectX9 in order to run at all.
Do you know what video card you have? A few video cards don't support the specific features in DirectX9 that MoI needs to use, but it is fairly rare.
Some of the other programs that you mention don't use DirectX, they use OpenGL. There are a very few video cards that actually support only OpenGL and not DirectX, but this is limited to just a couple of types of somewhat older video cards.
If you can tell me what type of video card you have I might be able to give you some better advice.
