Any modern 2D prog can make that ;) (erase noise...clean...etc)

I have found that the Noise reduction in Paint Shop Pro X works fantastic. I have also had great results with the GREYCStoration Plugin for the Gimp. http://cimg.sourceforge.net/greycstoration/
