It would be nice to be able to click on the next tab to expand it in addition to the one already open.

It's an interesting idea but it would be pretty unusual behavior.

Is there another program that does this that I could look at to see how it feels?

Looks pretty good! One part that I'm not sure about are these labels:



It would be kind of wasteful of space to take an additional line for the label when there was only one active palette like how it works currently in MoI.

Maybe those labels could show only if you had more than one activated.

Then the other problem thing is that it's not very discoverable since usually tab controls are mutually exclusive.
