Hi Janne, annotations can be exported as 2D vector geometry to PDF/AI/SVG formats, but not as 3D geometry to polygon mesh formats like .obj .

You might try Max's dimensions plugin at: http://moi3d.com/wiki/MaxScriptArchive instead which if I remember right would build planar surfaces for the dimension parts.
