It turn out that the .3MF file format is more reliable than the .PLY or the .OBJ.
I managed to figure out the workflow to go from MOI3D to MSOffice using Meshmolder, Meshlab and 3D Builder.
I couldn't find a way to import the color .OBJ I had imported to from MOI3D because there is no material file. I needed to unwrap the UV in meshmolder and save the ,png, which I cleaned up in an image editor. Then I imported that mesh and png into Meshlab and exported to create an .OBJ having a material definition file.
The Meshlab export .OBJ, .MTL and ,PNG where brought into 3D Builder and it was used to export the final .3MF file.
I am not sure how many people are crazy enough to take that many steps besides myself; but, here is a video that demonstrates the process from start to finish.
