How can I distribute objects (red dots) evenly on a surface?
If it is not possible with MOI, is there other software that can do it?

The gemstone program Rhinogold, ($475), Pave command can do some paving to a surface.

Coding train has some javascript code to do "paving", so a Moi script could be written...
Spacing, border spacings, and sphere sizes, interact with the surface borders, so an aesthetic result may need artistic adjustment, (or AI program?:-)). Circles can be replaced with gems with Moi.

MoiArraygem script...

Maybe FLOW of Spherepoints script result, to desired surface?

Project any grid of curves
then Transform/ Array objects on Curve

Hi Ironice, Rhino+Grasshopper might be able to do that, maybe try searching for something like "circle packing".
