To place a circle of diameter D units, tangent to a Base line segment at a point on the Base line: ( Note that there are two "sides" to the line, and so two possible placements of the circle.) (This is a 2D tip AFAIK )

1. Place a Helper line segment from the desired point on the original Base line segment, perpendicular to the line segment. The length of the Helper line can be relatively small, as it will be resized to length D.

2. Place a 3rd line segment, an "Anchor", beginning, or ending, at the intersection spot of the helper line and Base line. This will help keep the Helper line start point anchored at the Base line spot. If the spot happens to be the end of the Base line, the Anchor is not needed.

3. Select just the Helper line segment, in proximity to the Base line. In the command box in the upper right corner of the MoI screen, adjust the Length of the Helper line to "D" units, the desired diameter of the circle to be created.

4. Select command Circle > Diam, and add the circle using the endpoints of the Helper line.
Delete Helper line and Anchor line.
(The Base line and Anchor line can also be open curves.)
