Hi John, so Network basically needs a 4 sided boundary, and your outline is more complex than that. Also it's not flat it's a little bit curved so that's why Construct > Planar won't work either.
Usually for a shape like you've got there it's better to have it formed as a cut between an extrusion and a side profile.
So for example with a flat curve like this:
You can extrude that up and then have another planar side profile created:
So it looks like this:
Then you can select the extrusion, and run Construct > Boolean > Difference to cut it with the side profile:
Discard the piece you don't want and then the surface you are trying to construct is left at the top, it's the result of an intersection between 2 extrusions:
So basically instead of getting that slightly non-planar 3D outline curve to fill in you instead want to build a solid and then cut it with a boolean and then the cutting curve leaves behind that piece for you automatically.
Otherwise it's pretty difficult to directly construct something to fill in an irregular boundary that is not planar.
