I'm trying to bend shapes as I create an object like this neck to volute transition is this done with the deform tool ???? and if so
where is a good tutorial to follow.

Hi John, thanks for posting the model that helped me understand your question a lot better.

But it's pretty difficult for MoI's deformation tools to warp only a localized area of a shape, especially with a feature line that is not straight.

If you were doing it in sub-d it would be pretty easy to directly manipulate the edges.

To do it by CAD construction, it might be something like this, a sweep and an extrusion that intersect each other. But there is still some pretty difficult area to fill in:

Maybe then cut off the end of the sweep using Trim and put in a blend surface:

Or maybe that last piece could be a sharp corner and then fillet it.

But overall shaping of the extended sweep with sliced off end seems pretty good:
