Yes, it's in moi.ini under
[Drawing Aids]
StraightSnapLineColor=103,0,0,0

It's 4 numbers 0 to 255 each, first one is alpha (opacity) value, then red, green, blue.

I had spotted this line, but I did not understand why there were 4 values, I tried to slightly modify the 1st value and I did not see any noticeable change, now I understand why!
