Hi Mala, I'm able to get fillets on these pieces ok:
Fillets on the middle piece fail probably because the 2 surfaces making up that piece are not smooth to each other:
There is a slight crease of about 1 to 2 degrees between them. Surfaces that come close to being smooth to each other but are off by just a little bit become difficult to fillet. That's because fillet surfaces only naturally touch each other between pieces that are tangent to each other. Pieces that meet in a sharp crease do not have fillets naturally touch end to end and need to have the fillets extended and intersected with each other and it is difficult to intersect surfaces that meet at a very shallow angle.
What fillet radius do you want? I may be able to get the fillets on there for you using surface/surface filleting (fillets between separate surfaces instead of edge based filleting) and then there will probably be a little gap to fill in or otherwise to get a regular fillet on there properly you would need to clean up the surface construction for the middle piece so that it is all the way smooth instead of very slightly creased where the pieces meet.
