Hi Viewbyte, there are a couple of things making that difficult.
One is that this area of your model is not smooth, it has a slight crease:
That kind of "nearly smooth but not quite" makes things a lot more difficult for filleting. The fillets in that area will not directly match up with each other and it will be difficult to deal with the juncture in that area.
Additionally this type of edge configuration at this vertex:
will be difficult for the filleter to handle because it will need to trim this edge although it is not having a fillet on it:
I can get many of the fillet surfaces constructed here using surface/surface filleting, I'll see if I can complete it that way for you. Otherwise the main way to get it would be to combine some surfaces together to eliminate that edge shown above.
