MoI is focused on a 2D edit frame similar to what you'd see in a 2D vector editor. That's because the main modeling strategy in MoI is focused on generating the model from 2D profile curves. But if you click and release on the rotation grip of the 2D edit frame that tri ball rotation widget will show up. There isn't any way to trigger it other than by clicking on the rotation grip. Sorry, no MoI does not store a separate "local axis" for every object like you'd see in an animation type program. Right now there isn't a plan for updating that for v4. You can set a construction plane using View > CPlane to set the drawing plane to a specific area, and more often in MoI you'd want to draw something more directly in its desired position.
