Awake again and noticed my erroneous post.

No need to fool around with the "Transparent setting" in the Css.

Along with the Pallete header and Body background images, the command flyout will be these files:

CommandSetBackground.png

CommandSetButtonBackgroundLeft.png

CommandSetButtonBackgroundMiddle.png

CommandSetButtonBackgroundRight.png

These will help to make the tool pallete congruent.
