I'm not understanding what you mean "not needing to press tab for the next value". The tab key is used for committing the current value and moving to the next field.
If you are going to enter in a numeric value for both width and height in a 3 point rectangle, you can do it by this sequence:
Pick base point
Type your width numeric value and press the Tab key.
The width will be set and keyboard focus will go to the Height field.
Type your height value and push Enter.
Then you can click 2 points to define the directions for the width and height.
