You can use the Transform > Copy command to make a copy at a specific distance and rotation at a specific point can be done with the Transform > Rotate command.
To make a copy at a distance of 3cm in x and 3cm in y, select the object and then run the Transform > Copy command.
The prompt will say "Pick base point", type 0 and push Enter to use 0,0,0 as the base point.
The prompt will now say "Pick target point", type 3,3 and push Enter and a copy will be created.
Then right click in a viewport or push "Done" to exit the command.
To rotate around a specific point, select the object and then run the Transform > Rotate command.
The prompt will say "Pick center of rotation", pick your specific point.
At the next prompt click the "Make copies" checkbox in the command options and then type your rotation angle.
