What is the specific ini option that you're looking for? There are some options you can set under Options > View > Rotate/Pan/Zoom options > "Multitouch options".

Sorry no, I don't have any plans for a VR version of MoI. The environment for VR is so different that it would need a completely new program design from the ground up, it's a lot more than just a "port".
