A slider for mouse wheel sensitivity within the Rotate/Pan/Zoom options panel would be ideal.

maybe a mouse with hyperscrolling function will help, for example https://www.youtube.com/watch?v=zZS2EFk7DWs

I use HP Spectre mouse with hypercrolling function and works wery well in MoI.
