Hi merdock.
It can be done by creating 3 curves of the surfaces (1,2,3) then with partial Loft 1-2 and 2-3, but you have to know exactly what final result you want.
Then on surface 1 the holes with the green curves are cut.
Then the extrusions are made on surface 1, they are joined to the extrudes, and the fillets that you want are made.
Now it only remains to join the 3 surfaces and you will have a solid.
