 1.  Establish some desired dimensions.
 2.  Use Rectangle to make an end 2D profile.  e.g. width 6" by 2". (red & green lines)
 3.  Offset to the inside to give the U form thickness. e.g 0.25".
 4.  Remove the top of the rectangle to make a U.  Trim with lines or extend two interior side lines and trim, close top 0.25 gap. (Red end surface)
 5.  extrude to 12''  (Only about 6 to 10 inches will remain in the finished bracket.)
 6.  Boolean Difference the 2" sides at an angle, say with a sloped line.  The U is now a solid
 7.  Use Rectangle and extrude again to make the center rise.  0.75" tall, 3.5" wide, and 8" long.  A solid.
 8.  Place solid in the center of the U, about 1" from the end profile of the U.
 9 Fillet the solid center, top edge and bottom edge...Remove excess bottom side...
 
 10.  Make the "trailer ball mount" It could be a sphere, offset, with bottom 5/8 cut off.  Or just revolve an arc,  or an offset arc, or ...
 
 11.  The "neck" could be made in various ways...
