Hey Michael,
Thank you! When you say rotated the circle by 90 degrees, could you explain which circle please?
I'm keen to figure out how to troubleshoot these issues on my own.. would you be able to guide me as to what I should look for specifically? I made sure, both parts were solid, not joined surfaces so I assumed any boolean operations would work.

Well the weird looking result seems to be emanating from where 2 edges are crossing each other, here:
So that's the area that I would focus on.
For just getting it to work so you can move forward you can manipulate the circle used to generate the ring surface so there won't be an edge/edge crossing there.

As I said, I tried your file in Moi version 3 and the boolean works as expected.
I have version 3 and 4 installed on my system.
