Hi Marv, so to make a tapered cylinder there are a few different ways. You can draw a vertical line in the Front view and then when picking the second point of the line type in <96.43 and push enter, that will then make it snap to the angle you need, then use Construct> Revolve to revolve it.
Or another way is to start with a base circle, run Construct > Extrude and then push the "Tapered" button in the Extrude options, press the Tab key twice to put focus in the "Draft angle" field, type 6.43 and push Enter and then extrude it up and it should have that angle.
