It's theoretically possible, but it will be pretty difficult. You'll be better off with a tool that is more specifically designed to do that type of relief work like ArtCAM for example.

If you want to attempt it in MoI, you would open up that PDF file to get curves in MoI, then the curves will need to be edited - longer pieces need to be cut into smaller pieces using Edit/Trim, and there are likely to be some endpoints that need to be snapped together to make closed outlines.

Then you would extrude one closed region up into a solid, and you could cut the solid with a wavy surface to try and give it more texture than just a flat piece, then apply fillets to round the edges.

If you don't get a solid with a capped top when you do an extrusion, it means that there is a spot in your curves you are extruding where the endpoints don't meet up, the PDF file seems to have many of these spots in it so that is something to look out for.


There is also a free program called ZSurf which could work well for more puffy relief shapes like this, it builds a surface from a bitmap. See this related thread for other info and links: http://moi3d.com/forum/messages.php?webtag=MOI&msg=768.1
