Great tip Pilou but I can not reproduce it. After you select the two lines what tool do you select?
I selected the line tool and I can draw the construction line but I can not move everything inside the circle.

Edit: I think I finally got it. You use the move tool, draw the construction line and then pick the base and the target point.
