So for your lines, is it that you want to pick the first point of your line freely, then have a snap for the end point of your new line making it a specific length?

If so then you can use "Distance constraint" to do that - run the line command and pick the first point of the line. Then before placing the end point activate distance constraint which you can do by just typing in your distance value and pushing enter.

Once distance constraint is activated, if you move your mouse around you should see that it's set at that length and if you move to the other line you'll see an "Int" snap there which is the point you want, it's the intersection between a circle with radius of your line's length around your original point.
