If I understood it right, it isn't an implementation for manipulating and processing in a CAD-application. It's more a proposal of a special datastructure for import/export T-Splines between different applications with a Step-extension. So I don't know if it touches the Sederberg patent. I've compiled the code, but the STEP output needs an application which supports the special EXPRESS-extensions. Very interesting for people with a lot of mathematical knowledge or a lot of time -so nothing for me.
