Hi Roger, that's happening because Blend sees edges that touch each other as part of one long chain for one side of the blend, so in this kind of arrangement it is only getting one long thing instead of 2 sides. However, if you give it only 2 edges it will take each one as one side even if they touch.
In this attached version I've used the Merge command ( http://moi3d.com/3.0/docs/moi_command_reference10.htm#merge) on your edges so there is just one edge on each side and now that should work.
I do want to improve the Blend command in the future so that your original case would work though.
