Hi Ed - it won't work properly to just copy over the entire UI directory from v2 - you'll end up missing a bunch of stuff that's new in v3.

Instead of just copying and replacing the UI directory, you will probably instead need to merge just your changes to moi.css and SidePane.htm into the new files, and not just replace it entirely with the older version.

Specifically for the DXF dialog text not showing up, my best guess on that is that you've overwritten the new v3 EnglishStrings.txt file with the v2 version, and all sorts of new strings that are in the v3 EnglishStrings.txt are now missing. You will need to get the regular v3 EnglishStrings.txt file in the UI folder to get the text in the DXF dialog to show up.
