Hi Andrei, you mean with the edit frame grips?

For those hold down the shift key while dragging the corner grip, it will then do a 2D scale in that viewport rather than the full 3D scale that it normally does.

There is also a command for 2D scaling under Transform > Scale > Scale2D.
