A very speedy easy method ;)

Select Command Circle
Click somewhere without mouse release = Helper Lines
Now move the mouse always without release it on the Z axe and look the distance D on the bottom screen
Release the mouse when you have the wished Z and draw your circle! ;)

Alas we can't type the wished distance during the Helper Lines use for max decimal precision! ;)
