How to set the 3 axis in a 2D View ?

There are a few different ways - if you're going to do a bunch of circles at the same z value use View > CPlane to set the construction plane to your z value height and then they will all go on that level when you just directly draw them in the Top view. Right click on View > CPlane when you're done to reset it.

If you want to put just one individual circle at a particular z value, you would probably draw in in the Top view at the z=0 level initially, then go to an elevation view and move it upwards. You can move things by using the Transform > Move command or there's also a shortcut way by just dragging on the object. To move by a specific distance type in the distance value before you start dragging the object. That will trigger "distance constraint" which will constrain the movement and let you get the particular elevation you want.

In the future I want to add in some more point input methods that would make it easier to specify a numeric z value while letting you pick the x and y values with the mouse, right now there isn't really anything set up for doing that all in one single point pick.
